The government explained that the Campeonato Carioca does not have individual fans

In a meeting this morning, representatives of the government of the State of Rio de Janeiro and directors of the four semi-finalist clubs in the Campeonato Carioca decided that a mixed crowd would watch the games in this phase. The meeting also discussed the issue of match security.  The governor chose not to declare a hearing at the match to avoid proving “state bankruptcy”.
